Position Overview & Specifications

Job Introduction

The UK Health Security Agency (UKHSA) has been set up to provide health security for the nation by protecting from infectious disease and external hazards. It will take action like no other organisation previously in order to mitigate threats to health before they materialise. UKHSA will be a trusted source of advice to government and to the public.

We are looking for a Change Analyst to join our programme. As Change Analyst you will proactively prepare the business for the impact of the changes being delivered by the project, which will typically be moderate in complexity. You will provide a bridge between the project and the business users to ensure that activities are planned and completed to enable the business to implement the agreed change and realise the business benefits.

Home based with approximately 1 day a month in the office - Office Location 17 Smith Square, Westminster, London, SW1P 3JR

Main Responsibilities
  • Proactively prepare the business for the impact of changes being delivered by the project, from concept to execution and review
  • Provide a bridge between the project and the business users to ensure activities are planned and completed, enabling the business to implement the agreed change.
  • Plan, manage and monitor the implementation of changes, including impact assessment, resource analysis, conflict resolution and contingency planning.
  • Champion the use of best practice and provide expert advice for team members and the project community.
  • Support the Programme Manager in preparing and updating the change management elements of the Business Case.
  • Support the business change activity and work with the project to support the delivery of the business case benefits and outcomes
  • Establish and maintain the change plan for a specific area of responsibility. Identify, qualify, and update the business readiness criteria.
  • Work with project to create and maintain communication plans, providing content for communications relating to Business Change.
  • Identify and classify stakeholders, ensuring their inclusion in the stakeholder engagement plan.
  • Support the engagement of all relevant stakeholders during this process to collate information and feed in to the stakeholder engagement plan.
  • Any other project related tasks, delegated by the programme manager
The Ideal Candidate

Essential Criteria

  • In depth experience in business change and implementation gained in a project, programme or portfolio environment
  • Good knowledge and experience of stakeholder engagement in a fast-paced environment.
  • Understanding of the planning and the scheduling of projects.
  • Some experience of business cases development.
  • General awareness of resource management, requirement management, solutions development, governance and risk and issues management.
  • Strong capability in using Microsoft Office applications, specifically Outlook, Word, Excel and PowerPoint.
  • Knowledge and experience of Change Management and Benefits Management Methodologies supported by professional qualification, such as APMG Change Management Practitioner

Desirable Criteria

  • Knowledge of information governance and information management, or willingness to learn.
  • Experience of working in a government department.
  • Excellent time management skills
  • A track record of following through on commitments
  • A track record of supporting successful projects
  • Ability to perform in a dynamic environment and overcome obstacles or resistance
  • Constructive and collaborative team player
  • Experience of working in an agile project delivery environment
