Overview of project/role

The Resourcing & Capability Team deliver efficient and effective resource management and capability development to enable people to achieve their full potential and maximise resource utilisation. We have recently launched our new software, SmartCore, which is creating opportunities to offer the business an increasingly sophisticated service.

This role is responsible for the day-to-day resource management processes, including headcount forecasting, controls and role end dates; approval and implementation of requested HR changes; supporting senior stakeholders with the use of SmartCore to ensure records of current staff allocation are maintained; managing staff recruitment/contracting through TfL Recruitment in line with the Resourcing Strategy to support delivery and functional lead requirements. You’ll have proven ability to problem solve and to promote and communicate ideas at all levels, including the most senior.


Key Accountabilities

  • Support and maintain SmartCore for relevant business areas to forecast demand and supply requirements for the short, medium and longer term
  • Assist in the coordination of resourcing plans and stakeholder meetings with Resource and Capability Development Managers to ensure the effective utilisation of labour and skills across various business areas
  • Managing the authorisation process for contract extensions and supporting managers in these processes.
  • Administering the recruitment process for permanent and temporary staff, and providing progress updates to managers, including analysing and interpreting data relating to resource skill profiling, perm/agency ratios and cost.
  • Acting as the custodian and controller of organisational charts and staff list ensuring that they are updated on a periodic basis.
  • Assist in the identification of trends in workforce composition. Monitor metrics and key performance indicators in collaboration with the Analytics & Information Manager to enable the continuous improvement of resource management capability
  • Support the development of function-specific training needs analysis and associated development plan on behalf of the relevant Functional Lead
  • Support the management of all staff competency records to ensure compliance with the needs of TfL Governance and external regulatory requirements
  • Support the management of all associated SAP records and change approvals for the appropriate delivery areas, managing organisation structure changes and maintaining accurate and consistent organisation charts.
  • Administering the recruitment process on behalf of the business, providing progress updates to managers.
  • Ensuring that all requests from business areas are entered and actioned for Headcount Controls, as per the local process.

Skills, Knowledge & Experience

Skills

  • Good influencing and organisation skills to manage and embed Resource Management methodology and process in support of delivery of high risk, value and complex projects and work items
  • Excellent communication skills, both orally and in writing, with the ability to effectively interact with people at all levels across the organisation and externally
  • Good knowledge of relevant software such as Excel and Visio

Knowledge

  • Academic qualification demonstrating numerical and analytical capability
  • Good knowledge of Excel and Visio
  • Understanding of the project lifecycle and the different roles required
  • Knowledge of resourcing and recruitment processes

Experience

  • Demonstrable experience of resource management and planning in a matrix environment
  • Experience of administering staff recruitment processes
  • Experience of using Visio for creation of org charts
  • Experience of using Excel for recording, running queries and reporting of information
  • Awareness of strategic workforce planning
