Position Overview & Specifications

Disclosures Officer

Location: Newbury
Working hours: Full time/part time - Callup/standby on a rota-basis


Role Purpose


Act as a Single Point of Contact for all Law Enforcement Agencies (LEA’s) and Government

Agencies for the provision of data held on VF fixed and mobile systems

  • Ensure compliance to the terms of

o the Investigatory Powers Act relating to the retention and disclosure of information

o the Data Protection Act and General Data Protection Regulations relating to the

retention and disclosure of information including CCTV in support of Retail and the wider

estate and third-party information notices (3PIN)

o Telecommunications Restriction Orders

o Drug Dealing Telecommunications Restriction Orders

o Court Orders relating to, but not exclusive to, communications data

o Public Emergency Call Service (999 calls)

o Cloud Act - Criminal (Overseas Production Orders)

o Work within the Vodafone Group Discretionary Assistance policy

  • ensure Vodafone meet obligations and SLA’s laid down under the Investigatory Powers Act
  • provide expert 24/7 assistance and advice to LEAs and appropriate VF departments.
  • maintain an effective working relationship with UK Police Forces


What will you be doing


Impact on the business

  • Ensure we meet our legal obligations to Government and law enforcement

Customers, supplier and third parties

  • Administer all lawful requests from LEAs for the provision of data held on VF systems.

Leadership and teamwork

  • Assist with general office administration as required.
  • Represent Vodafone at industry and LEA training meetings

Innovation and change

  • Assist in the development of working processes and system updates through objectives
  • Assist operational implementation of new capabilities

Knowledge and experience

  • Provide advice to LEAs on the interpretation of Vodafone data.
  • Conduct confidential enquiries for LEAs and government agencies as required.
  • Provide emergency advice to LEAs regarding abandoned calls made on the VF network to the 999 system, hoax emergency calls, terrorist and kidnap offences etc.
  • Represent Vodafone at court hearings in relation to the provision of Vodafone data.

Communication

  • Observance of Official Secrets Act
  • Maintain effective working relationships with Government and Law Enforcement Agencies
  • Provide accurate information to external agencies to agreed timescales
  • Handling of Government Classified Material

Who are we looking for?


Essential

  • Must be cleared to/be cleared to government SC level
  • Must be able to act in the strictest confidence in relation to all information lawfully requested from the Disclosures Office
  • An ability to absorb technical information and produce this in a manner that is clearly understood by those without the depth of knowledge or understanding of communications data
  • Attention to detail paramount
  • An ability to challenge and negotiate when confronted with problematic situations
  • An ability to work under time constraints and extreme pressure to produce data expediently

Desired

  • In depth understanding of IPA
  • Be confident in front of a small audience
  • To exceed the expectations of internal and external customers
  • Proven ability to work in team environment whilst working on own allocated work
